Shaping the future of mobility in Menen

The city of Menen needed a new mobility plan. The existing one no longer met today’s needs – let alone tomorrow’s. That’s why Menen turned to Witteveen+Bos: to design a sustainable, forward-looking mobility plan, aligned with the Kortrijk Transport Region’s Routeplan 2030.

We focused on five key ambitions:

  • traffic safety
  • accessibility
  • availability
  • sustainability
  • liveability

And we added a sixth essential goal: citizen participation as a guiding principle.

From insight to action in four phases

The design process followed four structured phases. Each step included a participatory approach with local stakeholders.

  1. Mapping mobility bottlenecks
    We divided Menen into three subzones, each with its own geographic, traffic and socioeconomic characteristics. Using street surveys and our digital platform InBeeld, we gathered valuable input from residents.
     
  2. Sharpening goals and exploring solutions
    Based on those insights, we refined the plan’s ambitions and developed initial concepts. Residents' ideas were essential in shaping the synthesis report.
     
  3. Turning ideas into policy per zone
    Each concept was translated into a policy plan. We organised information evenings to gather even more insights, which we incorporated in formal reports.
     
  4. One strong, shared mobility plan
    The outcome? A comprehensive, well-balanced and widely supported mobility plan. Built to work in real life, not just on paper.

InBeeld: smart digital participation

To maximise engagement, we used InBeeld: a user-friendly digital platform enabling stakeholders to share feedback directly.
The platform turns input into clear insights, exposing key issues and opportunities in urban mobility.
