Urban development exploratory study for the municipality of Kampen

In 2024, the municipality of Kampen established a right of first refusal on various plots of land on Frieseweg, Grafhorsterweg and Dorpsweg with the aim of combining housing construction with water storage. Witteveen+Bos carried out an urban development exploratory study to investigate the development opportunities and support for the project.

Analysis and design

The urban development exploratory study consisted of a number of elements:

  • a spatial analysis of the current qualities and points of attention;
  • drawing up an urban development framework;
  • designing a trial land division to explore the potential housing capacity.

Valuable decision-making information

The results of the exploratory study provide the municipality with insight to decide on the retention or modification of the right of first refusal and the associated boundaries. The urban development framework takes the stream zone and the clean water lines that the polder is rich in as its starting point.

Green mantle

By widening the stream zone, re-wetting it and giving nature space, a green mantle is created as a transition between existing and new buildings. This frees up the space needed to solve the water problems. At the same time, this design choice creates a car-free zone that adds and guarantees high residential and ecological quality.
