Spatial Policy Plan Malle
A shared vision for a liveable Malle
The municipality of Malle has launched a new Spatial Policy Plan, developed with Witteveen+Bos. The goal? To create a sustainable and future-proof spatial framework that supports quality of life – now and in the decades to come.
Instead of top-down planning, the municipality chose an inclusive approach. A participatory process brought local concerns and opportunities into focus. These insights were the foundation for 14 strategic ambitions, guiding Malle's spatial policy for the future.
Why a new policy plan now?
Over the past decades, Malle has grown rapidly – faster than neighbouring municipalities. While industrial development created regional employment, it also added pressure on mobility, housing and open space.
The previous spatial structure plan had reached its limits. A new vision was needed: one that responds to today’s needs and tomorrow’s challenges.
Citizen input at the core
Local residents know their community best. The planning process began with dialogue: public meetings, field visits and workshops. Witteveen+Bos used these insights to define clear policy frameworks for mobility, housing, economy, recreation and open space.

Smart land use starts with integration
One of the plan’s major strengths is its integrated approach. It aligns different policy areas and builds on existing frameworks such as the Flemish Spatial Policy Plan (BRV). The result is not a blank page, but a realistic growth strategy.
'We translated the BRV’s principles into action. For example, by using existing business parks more efficiently, we avoid land take and create space for sports infrastructure.' says Evelien Peeters, business manager Urban Solutions.
Sustainability from day one
Together with the Spatial Policy Plan, PMC Urban Solutions also developed the environmental impact assessment (plan-MER). This close collaboration between spatial planners and environmental experts strengthened the plan’s foundations.
From strategy to action
The policy plan outlines a vision for Malle in 2050 and provides flexible policy frameworks to get there. Themes such as densification, logistics, industry and recreation are tackled through concrete action programmes.

A widely supported vision and a powerful toolkit for implementation. With this plan, Malle is ready to shape a sustainable, resilient and liveable future.
