PV obligation for large electricity consumers
By 1 April 2026, buildings with an annual electricity consumption exceeding 1 GWh must be equipped with solar panels. For public buildings, a lower threshold of 250 MWh per year applies.
The obligation rests with the owner, leaseholder or holder of building rights. The minimum PV capacity to be installed is determined based on the horizontal roof surface area.
Most affected owners should therefore already be compliant today or have taken the necessary steps.
Failure to comply on time may result in a non-remissible administrative fine. This means that the installation obligation remains in force even after the fine has been imposed.
