Neighborhood plans Antwerp

Extreme rainfall, prolonged droughts, and heatwaves are becoming more frequent due to climate change. Especially in densely populated cities like Antwerp, these issues significantly affect livability. This requires a transition to sustainable neighborhoods that can address water challenges and withstand the environmental problems of the 21st century. Over the coming years, the City of Antwerp will be implementing its ambitions at the neighborhood level, guided by its Water Plan, Drought Study, Climate Plan, Green Plan, and district green plans.

At the request of the City of Antwerp, Witteveen+Bos Belgium, in collaboration with De Urbanisten and Common Ground, started working on two neighborhood plans for Brederode and Kiel in January 2024. The goal? Climate-resilient spatial planning where water and green spaces take center stage.

Climate-resilient living environment with space for biodiversity

Antwerp’s neighborhood plans will establish a strategic blue-green network designed to address flooding and drought. Instead of quickly diverting rainwater through sewers, we are opting for de-paving and delayed water buffering. This allows rainwater to be used more effectively and prevents flooding, even in extreme situations like a T20 2050 storm. As a result, the city will be better protected against the impacts of climate change.

Additionally, strategic green spaces will be designed to reduce heat stress and enhance the ecological value of the city. A network of green "specks and axes" will create ecological connections, increase local biodiversity, and help capture greenhouse gases. This will not only improve the city's overall livability but also raise climate awareness among residents.

Strategic and phased approach

The Witteveen+Bos approach follows four phases. We begin with a thorough analysis of the current and historical situation to identify problem areas. Next, we design actionable scenarios and simulate their potential outcomes. Based on these scenarios, we develop a vision map, which is then translated into a communication plan for the City of Antwerp to implement these sustainable neighborhood plans.
