Getting to work on Soesterberg Air Base Park

In late 2023, Witteveen+Bos was awarded two framework agreements to build three new-build construction sites around the former Soesterberg Air Base. Some 400 to 450 houses will be built there on behalf of the Province of Utrecht.

A framework agreement covers the consultancy and engineering services for the preparation for construction and residential purposes. The other contract covers the consultancy and engineering services with regard to the preparation of the nature-inclusive and recreational layout.

The assessment committee of the Province of Utrecht rated Witteveen+Bos’ tenders 8.5 and 9, while rating the ‘collaboration’ component 10 in both cases. The (integrated) effective and efficient collaboration, interface management, vision of stakeholder engagement and the incorporation of a digital collaboration platform, among other things, were highly appreciated.

The transformation of the area, in which Soesterberg Air Base served as a military airfield between 1913 and 2008, is a complex task. The preparation for construction and residential purposes requires optimal coordination of the interfaces with plan development, town planning, soil remediation, improvement of the natural environment and military heritage.
