First project decision wind farm under Environment and Planning Act

To implement the Regional Energy Strategy Rivierenland, energy company Vattenfall wants to build seven new wind turbines within the Echteld Lienden Energy Park to replace the four existing wind turbines.

On behalf of Vattenfall, Witteveen+Bos drafted the project decision for the wind farm. A challenging case involving pioneering spirit, creativity and the power of collaborating.

This resulted in a scoop for the Netherlands: this is the first project decision for a wind farm to go into procedure under the new legislation since the introduction of the Environment and Planning Act (early 2024).

The project decision provides the frameworks for the plan, contains the permits for construction, nature and environment and includes all underlying studies, such as the Environmental Statement (EIA).

Together with the client and the competent authorities/permitting bodies, we managed to integrate the main permits into the project decision and also amend the local environment plan. All components were incorporated into one integrated project decision, making the best use of the possibilities offered by the Environment and Planning Act.

This innovative working method breaks with the classic approach, in which the various applications are put into procedure in separate documents. This bundling into one project decision can start to serve as a reference for the market in subsequent projects within the energy transition.
