Collaboration Rho, FLO and W+B to accelerate digital transformation
Collaboration Rho, FLO and W+B to accelerate digital transformation
Rho Adviseurs, FLO Legal and Witteveen+Bos join forces to accelerate digital transformation under the Environment and Planning Act
Rho Adviseurs, FLO Legal and Witteveen+Bos are collaborating to better assist municipalities, other public bodies and market participants with issues relating to the Environment and Planning Act. This long-term strategic collaboration will combine the three parties’ domain expertise, digital products and implementation capacity.
The introduction of the Environment and Planning Act and the Digital System for the Environment and Planning Act (DSO) is rapidly changing the playing field. Processes are becoming more digital, more information-intensive and legally more complex. Consider, for example, the obligation for municipalities to convert individual zoning plans into an environmental plan by 2032 at the latest. At the same time, available capacity is under pressure at many organisations.
Digital accelerator
Rho Adviseurs, FLO Legal and Witteveen+Bos view digitalisation and automation as powerful tools for achieving greater quality, consistency and insight with the same level of effort. Not as an end in itself, but as part of the solution and, crucially, as an accelerator.
Through this collaboration, the three parties are pooling their complementary expertise and experience: in terms of content, legal matters and digital solutions. Collaborating on projects, gathering joint feedback and innovating together ensures higher-quality tools and advice, and thus drives (digital) acceleration in the DSO domain.

In their own words
Monique Lammens
Director of Rho Adviseurs
‘From a broad societal perspective, it is important to embrace the opportunities for digitalisation. To help municipalities have their area-wide spatial plans ready by 2032. And certainly also so that more capacity and brainpower is available to work on spatial issues such as the housing challenge.’
Maurits Schilt
PMC leader at Witteveen+Bos
‘The volume and complexity of processes and issues underscore the need for acceleration within the DSO. We bring our domain expertise and digital solutions for the Environment and Planning Act to the table. Combined with Rho’s practical knowledge, FLO’s digital tools and legal acumen, the three of us can make better solutions more widely applicable and thus better assist our clients.’
Ruben Zijlmans
Director of FLO Legal
‘This collaboration enables us to develop sustainable tools — as a catalyst for our services — with which we can effectively address the opportunities and challenges within the spatial planning domain. In this way, we support public authorities and project initiators in a more targeted and future-proof manner.’
