Harmonisation Tool

By 2032 at the latest, every municipality in the Netherlands must combine all the rules for the physical living environment into a single local environment plan for the entire municipality. The Harmonisation Tool supports this process. It is a smart digital solution for selecting, analysing and structuring all the rules in many different existing zoning plans. It then combines these rules into uniform, traceable rules. Our experts in environment and planning law, permits and the Environment and Planning Act/DSO (Digital System for the Environment and Planning Act) support this process.

Problem: going from individual zoning plans to a single local environment plan

Until now, the policy rules in zoning plans were generally written specifically for each plan, depending on the nature of the plan and the expertise of the municipal employee in question. This situation conflicts with one of the most important objectives of local environment plans: uniform rules.

The scale and complexity of the task make developing uniform rules a huge challenge. Hundreds of zoning plans are often involved. It would be almost impossible to solve this puzzle by hand, especially as the process must be completed by 2032.

The Witteveen+Bos Harmonisation Tool is capable of reading and searching through digitised zoning rules from municipalities. This eliminates the need for manual selection. The tool accelerates the process. This not only increases the speed and quality of the final local environment plan, but also reduces the potential for errors.

Transition to uniform, traceable rules

Once the Harmonisation Tool has selected, analysed and structured the existing policy rules that apply within the boundaries of the municipality, a clearer picture of those rules emerges. The results can be used to select rules to formulate a traceable basic text that serves as a generic rule for each function. The result is a tailor-made text for each rule.
