Harmonisation Tool
By 2032 at the latest, every municipality in the Netherlands must combine all the rules for the physical living environment into a single local environment plan for the entire municipality. The Harmonisation Tool supports this process. It is a smart digital solution for selecting, analysing and structuring all the rules in many different existing zoning plans. It then combines these rules into uniform, traceable rules. Problem: going from individual zoning plans to a single local environment plan
Until now, the policy rules in zoning plans were generally written specifically for each plan, depending on the nature of the plan and the expertise of the municipal employee in question. This situation conflicts with one of the most important objectives of local environment plans: uniform rules.
The scale and complexity of the task make developing uniform rules a huge challenge. Hundreds of zoning plans are often involved. It would be almost impossible to solve this puzzle by hand, especially as the process must be completed by 2032.
