Expert services for Rail Baltica construction tender

The new Rail Baltica railway will consist of many large infrastructure objects, including a new station at Riga International Airport. During the construction tender stage, Witteveen+Bos was invited by BSL Infra to provide technical assistance. This involved reviewing the existing design of flyovers and embankments to optimise works and costs.

The technical assistance was provided using the following approach:

  • Two groups of experts scrutinised the design – a group of structural experts focused on the flyovers while a group of geotechnical experts looked at the embankments.
  • The groups worked simultaneously and were coordinated by a senior expert.

 

Due to the limited amount of time allocated for the services, it was agreed to concentrate on the costliest elements of infrastructure – flyovers and embankments. The outcome was a technical report in which the experts summarised their findings and gave practical suggestions which the partnership could consider while preparing its proposal. As well as this, various opportunities and risks were identified during review of the proposed design for embankment and flyover foundation poles.

As a result of good time and task management, all parties worked effectively to prepare and offer an optimal solution within the two allocated weeks, which paid off by the partnership being named the winner at the end of 2020. As a result, we hope to continue the successful collaboration on this project for the coming five years.
