Long-term maintenance plan for Oudeschild Harbour

The municipal authority of the Wadden Sea island of Texel wished to map the current state of maintenance of the Oudeschild harbour, and draw up a maintenance plan for the coming decades. This is necessary for the purpose of adopting the management and maintenance budget for the coming years, and conducting negotiations with the Directorate-General of Public Works and Water Management (Rijkswaterstaat) about transferring the harbour to the ownership of the municipal authority.

Inspections in accordance with the NEN 2767 standard

The required maintenance level was determined for the entire harbour based on municipal policy and the initial consultations. Inspections were subsequently performed in the harbour. The sheet pile walls were inspected by divers and also by boat in some locations near  the water line. The rest of the harbour (paving, furnishings, support assets) was inspected in accordance with the NEN 2767 standard. Based on the inspection results and the required maintenance level, we determined for the various assets when maintenance measures would be necessary to maintain the harbour in good condition. The projected costs of the various maintenance measures were calculated on the basis of Witteveen+Bos indicators and estimates prepared in accordance with the Standard System for Costs Projection (SSK). These activities resulted in a report that clearly identifies the risks affecting the harbour, the main cost items, and the required maintenance measures.

By having insight into the maintenance measures and the associated costs, the municipality can free up and plan the necessary financial resources for the coming years
